What is the plan?

The university plan is an ever-changing, live document composed of several planning reports completed at Texas State University. 

The university plan includes Texas State’s mission statement, values, goals, initiatives, and key performance indicators (KPIs) that will guide the university for the six year planning period. 

Each division and college is required to create an individual strategic plan based on the university's goals and initiatives. These plans provide the division and college mission statement, vision for the planning cycle, priorities, and expected cost.

  • The President’s Cabinet identified ten priority topics forecasted to have the greatest impact on Texas State during the 2017-2023 planning cycle. Key stakeholders for each topic drafted briefs that were combined into a document entitled “Challenge and Change: Background Briefs to assist with Planning Efforts.” 

  • During the development of the university plan, the university conducts a thorough review of the mission statement and values to ensure that the statement and values reflect why the university exists, what we intend to achieve, and who we serve.

  • The university identifies goals that align with the mission statement and values and function as strategic long-term objectives.

    Initiatives, or tactics, for achieving each goal are subsequently identified. Initiatives include specific and measurable activities that the university intends to achieve. 

  • The President's Cabinet approves key performance indicators (KPIs) for each initiative to allow for better assessment of annual progress toward accomplishing the goals. Each KPI includes primary assignments of responsibility for tracking progress.

  • Each division and colleges creates an individual strategic plan based on the university's goals and initiatives. These plans provide the division and college mission statement, vision for the planning cycle, priorities, and expected cost. Often schools, departments, and units reporting to the division or college also create individual strategic plans that inform the division and college plans.

  • Midway through the planning cycle, the university and strategic plans are updated to reflect accomplishments and respond to internal and external influences. The updated university and strategic plans replace the original plans during year four of the planning cycle.

  • Each division and college is responsible for an annual plan progress report summarizing accomplishments toward the plan for the prior fiscal year (September 1 to August 31). The university annual plan progress report is derived from division and college annual plan progress reports. 

    At the end of the six-year planning cycle, a comprehensive university plan progress report is compiled to demonstrate achievement of the goals.
